How We Do It
We bring projects to life through creative financing & strong partnerships. By layering grants, subsidies, tax credits, & specialty loans, we reduce equity needs & make affordability sustainable. Working with cities, nonprofits, & mission lenders, we design projects that eliminate blight, create jobs, & strengthen rural communities.

Creative Financing
We layer federal & state grants, historic tax credits, & CDFI-backed loans to reduce equity needs & make low-rent projects viable.

Strategic Partnerships
We team up with municipalities, nonprofit agencies, mission banks, & regional developers to access funding, share risk, & speedup project delivery.

Impactful Project Design
From the first feasibility study through stabilization, every project is designed to hit affordability, job creation, blight reduction, & long-term community activation.
Our Story
Williams The Second Enterprises (WTSE) was born from the vision of our founder, Naccaman Williams II, whose life has been deeply rooted in Arkadelphia. While attending Henderson State University, Naccaman met his wife, started a family, and saw firsthand the strengths and struggles of the community.
Coming from Northwest Arkansas, he recognized the housing challenges and blighted properties holding Arkadelphia back, alongside the untapped opportunities to restore and grow the town he loves. With limited capital but limitless determination, he searched for creative ways to bring change.
Through an internship at Southern Bancorp, Naccaman discovered the power of CDFIs and their mission to uplift rural communities. This insight became the foundation for WTSE’s approach: partnering with institutions that share our vision to combine capital, creativity, and purpose. WTSE exists to revitalize neighborhoods, eliminate blight, and ensure that rural Arkansas thrives for generations to come.
